I spent 3 weeks in Raja4 recently. Visibility around Misool was quite bad, sometimes worse than here in Monterey. Viz in the north around Wayag was better, but the sites weren't spectacular. As someone mentioned, the cool thing about the north are the topside views of the islands. Overall, viz was not excellent anywhere.
IMHO, the best diving was in central Raja4 in the Dampier Strait. That's where I saw huge schools of fish, if that's your thing. These sites are readily accessible from land-based resorts making the need to do a liveaboard much less.
