Well, now is a great time to grab a Canon A-80, and housing. Canon just announced the release of the A-85, and the A-80's price is dropping. About 290 for the Camera, and 190 for the housing. Take a look at my gallery, I do ok with it.

Now that is a very good question...my guess is go to dpreview and compare them side by side for specs. I love the A series, but that is what I have been using. Recently have seen several S series come through the shop and the results look good in the viewfinder...have only seen one set on the computer.

If the S series lets you shoot RAW, buy that...don't think the A series does, but I could be wrong. RAW would be a deciding factor for me now that I know what it can do and what it might be able to do in the future.
