I have an al13 that is rough on the outside but that is cosmetic. One year ago the inside looked good but when I took a look last night I saw this. Should I be concerned?

It was, plugged and in the spare bedroom. Its the pony we have been using for travel so its been empty on and off the last year or so.

I have no experience with tank inspections. I wasn’t sure if the speckles on the sides or the spotting at the base was significant and if anything needs to be done to it.

Best news would be that I am concerned over nothing. Also possibility of selling so want to make sure all is well before it goes, if it goes, to another owner.
 
You are concerned over nothing. I am not an expert but I know enough to say that with confidence.
 
It's always hard to tell from a photo, but I don't see anything of significance that you should worry about.
