Is it possible? Are dry gloves available for neoprene wrist seals? Or, is it possible to replace the neoprene seals with latex and get dry gloves fitted?

The DC rings work fine with neoprene seals, they can be a pain to install if the seals are small, but it's perfectly doable.
How do the DC rings work with neoprene seals? Do the seals remain as insurance against leakiing gloves?

If you want to have an inner seal as insurance, you'd install a latex seal along with the ring system, like this:
