Yes, diving in Bayahibe near La Saoana island (or La Romana city) is where most people go in DR (south side of country at the Caribbean Sea, as opposed to the Atlantic more rough and wavy side that Punta Cana is on). We were in DR for relaxation (not intended primarily as diving trips) in Punta Cana and La Romana in the past year. Flew into PUJ both times (Punta Cana has more Cdn and American tourists, La Romana and Dominicus have more European and S. American tourists eg from Argentina). Drive to Bayhibe from Punta Cana will take ~1h on the major highway (can arrange through dive shop). Then dive boat from Bayahibe marina will take you to the string of dive sites.

Ok diving in DR. We've seen better in the Caribbean (Turks and Caicos, Bonaire, Curacao), but good if you're there anyway. Nice turtles at La Tortuga dive site. LOTS of moray eels at most sites we went. definitely not as much lionfish as we've seen elsewhere (thank goodness).

We stayed last time at Dreams Dominicus near La Romana (2-tank dive, since there mostly with non-divers). Has scuba centre on site, so convenient. average quality food. but overall nice resort.

Another vote for taking a day trip to Bayahibe and diving with Scuba Fun. We were in Punta Cana for a week in late Oct and the 2 tank boat dive was well worth the time and the dive shop was quite good. We had 3 divers (2 experienced and 1 new, me, plus my mother-in-law who enjoyed the snorkeling. Conditions were good but we found Bonaire better in terms of reefs and sea life on 2 prior trips.
