Take the bus to the Batangas pier and take a boat to Sabang Beach.
Sabang beach and Little LaLaguna Beach will offer the most # of dive shops and places to stay. Sabang Beach has more night-life, Little LaLaguna Beach is quieter with Big LaLaguna Beach even quieter. all are a shor walk from each other.
Puerto Galera, Philippines. Beach Resorts, Hotels and Scuba Diving Travel Guide and Directory. is a good place to start. My wife and I stayed at Deep Blue Sea Inn in 2005 and dove through Action Divers Dive Puerto Galera, Dive Philippines, Dive Action Divers .
Puerto Galera has the most varied diving you can find; rec.; tech.; wreck; deep; drift; nature, (Verde Is. passage has more then 600 spc. of nudibranchs); the shark cave, and more.
You can't go wrong diving in the Philippines!

Atlantis is an excellent place to stay and dive but it is not cheap - great food and coffee though! Last year we dived with Action Divers on Small La Laguna beach and will probably do so again. Wherever you stay and dive at Sabang Beach you will not be disappointed - easily accessible cruisy diving and the nightlife...
