I just don't log dives
This is great if you want every bit of fresh water in the area closed off to diving. All that 'protecting' anything ever means is removing interaction with humans.
 
Why don't they just say, "how to figure out how to tax people more for using the cenotes" and get it over with? Especially considering how Car Wash got its name.

Obviously they aren't going to shut down Xcaret and the revenue cenote diving generates.

The amount of feces in that aquifer is mind boggling. Less human interaction would be a positive
 
It's where the water we use comes from. I have to assume they mean access to cenotes by the public. They don't access the underground rivers except for those that can be dived. If it's to address contamination, great. They must be talking at some point about water supplies to the area which I hope the "promote environmental mitigation actions" addresses, at least in a roundabout way.
