Well, lessee...
Ye're wearin' a drysuit, but no hood, so water temp's about 65-70. Water's too calm for the open ocean, so ye must be in a lake or bay. You're a boat captain so I'd lean toward salt water. Ft. Belvoir is in VA, so I'm gonna guess the Chesapeake Bay.

You could call the Royal Canadian Mounted Police, but I would suggest that, instead, you e-mail the ever mysterious Tech Admin or the ever glamorous LadyDiver. By the way, the price is right...
