I think that you're right about government involvement limiting itself to the recreational sector, if at all. I believe that was the primary impetus for creating the Gulf of Mexico red snapper hatcheries.
Running what are essentially "captive breeding programs" for commercial marine fisheries seems like a really inefficient plan, now that I think about it. Better to just go with mariculture, or better yet, reduce fishery catches. I think most people *know* that eventually seafood will be heading down this path, anyway.
