The Dive Gear Express DGX 600 is awesome, and only $50. I believe it uses the same Cree XM-L2 U2 as the DRiS Shorty and other "1000" lumen lights. It works great for me for night dives and daytime peering under ledges and in holes. At least, until I can afford a can light.

For video, you want a wide beam angle (e.g. 70 - 110 degrees), not the typical 8 degree spot. I got an Archon D11V off eBay (brand new) also for just over $50.

It's a 110 degree beam and uses the same LED as the DRiS and DGX lights - so capable of around 1000 lumens raw output.
Bonus is that both lights uses the same 18650 rechargeable batteries, so I only have to keep one type of battery in my stock.
With your budget, you could get 2 of the Archon lights and mount them on a camera tray for great illumination of your video subject, and get 2 of the DGX lights to act as a primary and backup. And have change left over.
