I was working on my regs in my garage yesterday and when I put my primary in my mouth (hooked up to my 7' long hose and pressurized) I heard a slight hissing sound coming from the hose, right near the end of the hose, just before it enters the metal protective covering. I filled a bucket of water and dipping the reg and hose in--but no bubbles. I removed the hose and put it to my ear again and still heard the hissing. I looked at the hose and a tiny bit of water was oozing from what appear to be tiny factory holes perfectly aligned in the hose. Is this normal?

The tiny holes are there to let air escape from under the protective covering. If they weren't there, the covering would inflate and explode.

If the hose is leaking it needs to be replaced. It should not leak anywhere.

OTOH, if you don't see bubbles when it's underwater, it's not leaking. You may need to wait a minute if it's slow and air is building up under the outer covering.

A bucket is a little small.

I would advise picking up a large U-Line tote or something similar that you can put the whole reg set in with a tank attached.

I usually put the reg set/tank in, shake the reg set to displace any air, then let it sit for a about 5 minutes. If any leaks are present, they should accumulate enough air to start bubbling by then.
 
Your hose is toast.

Yes, toast indeed. I took it to my LDS, where I bought it. I picked up a new hose. The leaking one is on its way back to Halcyon.
