Prices at retail outlets around thailand don't change. The main franchise - Dive Supply who have stores around thailand issue a general price list for everywhere.
Where you will find discounts are dive schools who extend perhaps 10% or even more to their customers. The only cheap deals you will find are with the shops who are authorized to re-sell through the retail outlets.
Some things are cheaper than others and like anything else, the more you buy the cheaper it gets. I would however look for a facility that will give you VAT back as this can give you a nice going home present when you leave.
