Since we will be doing mostly shore dives with varrying surface swims would having a predive switch on the second stage to prevent free flows while snorkeling out and back be considered a high priority?

The predive switch does alleviate freeflowing in a highly tuned reg. My Apeks regs are tuned for optimum breathing at deeper depths. They are more succeptable to 2nd stage freeflows than my deco regs. I put all stowed regs in pre-dive config to keep this from happening. Works great. A 2nd stage freeflow is now rare, except when the current is really ripping.
 
I would say that a second stage freeflow is more common than not when regulators are routinely serviced. I would greatly consider a regulator with a venturi or predive switch. It helps alot. And that doesn't mean that you have splurge and get the top of the line. Alot of midrange regs will also have a venturi.
