I've heard a lot about the use of powerheads for the south Florida area for hunting purpose. Does anyone have a link showing that it is legal to harvest with them.

Illegal in all state waters, except for self defense. Allowed in federal waters; however, if you harvest a fish with a powerhead in federal waters you must make a non stop trip home. Do not stop in state water to dive or fish. Federal waters are 3 miles off the Atlantic coast and 9 miles off the Gulf coast.

eCFR — Code of Federal Regulations

Also, the use of a powerhead to take snapper or grouper is illegal in certain SMZ (Special Management Zones).
