It is frayed section of some kind of plastic (polyprop??) rope. I will anything I find in the craft stores.
It is just a piece of Lexan I had laying around. I painted one side white. The stripes are mostly tape, some paint and the occasional Sharpie pen and some dumb decals I had. A noodle (I love noodles, they are so handy) adds some buoyancy and some weights hold it down. Sorry, I don't hang out in "craft stores" all of my supplies came from a more manly well known home supply store and my garage.
