Northern VA is a big area...you might want to narrow it down for better suggestions. I can offer one for the Sterling area.
Claude Moore Recreation Center
I don't know if they let people practice with Scuba gear whenever people want (it's worth a call to find out), but I went in to practice photography once. I just hooked up with my LDS (Nova Dive Center NDC Home) and went when they were having an Open Water class. They stayed one one end of the deep end, and I did my thing on the other end.
