You fill them. Just just smaller tanks, have to be VIP'd & hydroed, same as big ones.

Yea and there ain't a whole lot of difference in price with the big ones.

As you probably have realized from your searches on scubaboard, pony's are a bit of a controversial subject. Of course, you must make your own mind up about them. However, if you are pensive about a purchase, peruse the piles of prior pony posts.

I am on the record elsewhere on the board as using a pony from time to time...

Yep- material cost. I would imagine the production/labor costs are similar and if anything the 80's would have an advantage of economy of scale in setting up, tooling and devoting production capacity for larger and more frequent production runs.
