Many times, the customer doesn't come in because they don't have the bucks to pay for everything. I took a TV in for repairs a while back and they charged me the labor fee up front to leave it. When I asked why, they told me that it was because too many people never came back if the bill was too high. That made a lot of sense to me! so, if they are dropping off a regulator for service, charge the service charge up front. Then, when you call them to let them know it is done, you can just tell them it is $5, $10 or whatever for their parts. That's a whole lot easier for them than $50, $70 or more.
