What I don't understand is after hearing stories of lobster poachers losing all their gear and boat, how this guy still had anything left to continue committing crimes like this
maybe a better lawyer than the other guys

It could be he didn't own the gear or the boat. If I was a proffessional poacher, I would use rental gear, and have no equity in the boat. As mentioned above, it's not considered a big crime by the courts.
