I'm using Gimp (opensource free software) primarily on all of my image editing works, can't afford Adobe Photoshop... not yet. Gimp has an option to maintain the EXIF data untouched or update only related fields like the image size when changes are made to the image. As Photoshop is an advanced commercial image editing software, I'm quite sure that it too has an option to leave the EXIF data intact when saving to JPEG file format.
p/s : I guess having the "Photo Modifications & Enhancements" field sounds okay too.
