Oh, yeah I just used the web site in July. I bet the app is just a repackaged web site.

Basically; it's their Government-wide app with the travel declaration being one option. The app requires you to upload a picture of yourself and will produce a "Foreigner QR ID" (nothing to do with the travel declaration) which is my guess as to why they prefer you use this over the website

I downloaded the app. Completed the entry section. They email you a pass. Took 30 secs to enter the country. Super simple.
