PG & Verde sounds like a good place to start.
How much time does one have to reserve to get to PG from Manilla with a bit of margin.

I've heard a lot of talk about Apo reef.
Except from staying at Pandan island, how do I get there?
Is there mini liveaboards from PG like 2-4 days?
I'm a bit on a budget, and my buddie ain't much for longer boat tripps over rough seas A day or two, no probbs but much longer trips, is not apreciated

Will the dive sites be crowded at this time of year, or, what can one expect?

Pyro, try Dumaguete and dont miss Apo island for beautiful soft corals, and if your into macro photograhy then Dauin is for you..

I agree that the Visayas are the place to go in the PI. I went diving there a little while back, here's my trip report and photos from the trip.

I was there at that time last year and the vis was good. Nice area to dive as well.
