I'll be in Panama City for a few days the last week of January.

~ What kind of diving is available this time of year?
~ Any recommendation on a dive shop?

Wrecks, other types of artificial reef structure(bridge spans/rubble), and some natural bottom are available out of PCB. You can also check the times for high tide at St. Andrews Jetties(beach dive). I've had good luck with Dive Locker.
 
Dive Locker is the only shop running boats right now (still make sure in advance one is going out)

As mentioned, dive the jetties at St Andrews. Worse case you're out $5 and an air fill.
 
Or if you're interested in the fresh water springs, you can head north or west. Lots of springs with 69 degree water year round and almost never get blown out.
