I am looking into diving Palau in August / September at the Palau Pacific Resort and also on the Aggressor Liveaboard. Does anyone have recommendation between the resort or liveaboard? Thanks

IMHO: a liveaboard in Palau.
 
Definitely the liveaboard. Unless you like hour-long rides to and from the dive sites every day. And the Aggressor is a great boat.
 
Go with the liveaboard if you can. PPR is great as far as resorts go because many of the dive ops will pick you up right in front of the resort. But if you have the option for the live aboard you should take it.
 
If you want to do a lot of diving - 4 to 5 dives a day - go with the livaboard. If you want to dive a bit and do other things as well go with the PPR. I would second the suggestion to take a close look at the Ocean Hunter. OH II looks kind of dumpy, but the boat is well maintained, has great staff, good food, and most of the diving is a giant stride of the diving deck which eliminates loading and unloading equipment from zodiacs.
 
I'd opt for a liveaboard there. (I stayed at PPR for a couple days then did the Aggressor which was great.)
 
How is Palau in August? Got some time off in August coming up, but trying to decide if I should save Palau for next year April.

I think August is the off season when it gets pretty windy/stormy. Not all the Liveabaords operate during this time (August/September).
