Interesting thought but no, you could not creat enough force to injury yourself. Most often inability to pee when you feel the need is simply an inability to relax enough to pee. We see this alot in people coming in for a urine drug screen. We call it a shy bladder.I only wears the top wetsuit. Bottom are just beach pants.
But i've always unable to pee during a dive. On the last dive trip, i havr to force it out...
Maybe to forcing part injured the urethra... but I am not sure.

It doesn't sound likely from your symptoms and not knowing your age, maybe a prostate issue?
