If this is true, it is a HUGE difference between the V&B product and the DAN product. I have the former, so can teach -- and be covered -- anywhere in the world, so far as I know. I do need to submit an "Additional Insured" statement for whatever boat/operator/resort I'm working from, and get that entity's permission to teach from their facilities.And DAN professional liability insurance procured in the US for the US does not cover the dive professional outside the US.
