What about Roatan - there's at least a couple options I know of there. One is GoPro Caribbean - Scuba Instructor course | PADI IDC | Divemaster | Roatan | Bay Islands | Honduras
I've met their CD - Will Welbourn and listened to part of his lecture on the deck at Coconut Tree Divers. Also dove with his students - but not him - a couple of afternoons. They have a DM house with pool they rent rooms in to students and you can walk around the West End easily - there's a couple small food stores, lots of restaurants in all price ranges etc.
Two acquaintances did their DM there and blogged about it then stayed thru Instructor - they found a very reasonable apt. in town. Over in French Harbor there's a couple of big food stores - a cheap cab ride away..More of an expensive flight but everything else is pretty cheap once there. There's even a ferry to Utila on weekends if you wanted to dive over there for fun.
Barefoot Divers also offers a program - they're at Barefoot Cay - a more isolated location. They also have a DM house in the West End and I believe offer a daily shuttle. Go PRO | Roatan 5-Star PADI Dive Center & Lodging | Barefoot Divers
