OK, to answer the question; I was told, I think, by an instructor, that he was able to use a 28 mm condom
because the foreskin was pulled forward and the glue only impacted the relatvely indelicate foreskin so he didn't have to get it over the "delicate bits". Again, luck favors the uncircumcised.
