As has been pointed-out, it has more to do with the exposure time than it does with the PPO2. A North Sea saturation diver OxToxed at 1.4 PPO2 after 50 hours. It can happen at 1.8 or so after as little as 3hours. It's dependent on the individual and it's not predictable.
ADCI has stated that air dives may not exceed 190', but this may be extended to 220' if the BT is a maximum of 30mins or less. In Canada, it's even less with some Provinces really restricting SSA/MG (like the NS offshore) to a maximum air depth of 165 and mixed gas to 230', this is currently under review by the CSA.
