No it doesn't: it says "learn to dive".

Following your own liability argument, a shop that would accept one without all boxes ticked will lose their insurance the moment someone audits their paperwork.

(That's two separate issues.)

If people were always honest we wouldn't need courthouses.

Eh? You fail to complete the compulsory form but its OK to still do the course?

If the school/shop are working to standards then you have two choices or you WILL not be allowed to dive - complete the medical statement or get a doctor to certify you as fit to dive. If they allow you in the water without one or other, they are breaching standards and should be reported.

Again, Read The Fine Form: no. You WILL complete the medical statement and get a doctor to certify you if you put down any yes'es.

It never says that "request denied" is not an acceptable answer to that.

The form needs to be completed. Whether or not the boxes are checked in regard to a potential divers medical conditions is soley at the discretion of the potential diver.

That's not correct. The medical form must be filled out in order to proceed with a scuba diving certification. A doctor certification does not negate the need for the medical form to be filled out- it's REQUIRED by the organization providing the training- if they don't have it on file and there's an accident they have extreme exposure.

I apologize if my post was ambiguous- I don't know the exact format of the medical form, I haven't seen one in years. From what I recall you only have to check a box IF you have a medical condition, but regardless my point remains the same, which is all about whether a potential diver discloses a medical condition on the form, either by checking a box, not checking a box, checking one of two possible boxes (yes/no) for each medical condition- and what the ramifications and consequences might be if they do.

I can't see your first post either, so perhaps when deleted you can see it but others can't.

You are basically saying don't lie, but also don't tell the truth. You can't have it both ways.

It is too often sad but true that avoiding liability and fear of other negative consequences is the substitute motivation for just doing what is right - in this case keeping the new diver safe from unlikely but still very real medical problems related to diving. Not only am I not your doctor, but I'm not a doctor at all. So I require these processes to guide or make those decisions for me.
