Any idea of where the 10,000-20,000 number came from or how it was derived?

I have to admit I took it at face value from the article I linked to in my OP. Poor research, I know.

A decent fraction of the active divers will be members of a club affiliated with the national diving federation, so if the federation has published the number of members it has, it's possible to get that number (edit: that number IS published: about 7500). However, I have no idea of how many active divers are non-affiliated, and I guess it'd be hard to get any good estimates.
