As far as I know RICO only allows that if you were part of an organized criminal dive team :)
 
Thanks CamG for the advice. That’s why I ask questions before doing something. Of course I will not go to Blue Spring by myself with all that info. I do enjoy solo diving where it is possible (South Fl, Bonaire). And (at least for diving) I do believe in common sense more than in reinforcement, e.g. Bonaire with most relaxed rules (nobody but divers themselves decide how often, how long, how deep) does not strike me as high accident or unsafe place versus others with many rules and aggressive reinforcement.

Thats true but it doens't hold with cave diving. It's alot easier to get killed in a cave. I think site operators at caves have to make sure only qualified people are entering the systems, and following the cave diving rules. If your still interested in seeing Blue Springs, I'm usually up there a few times a month during the week, once they open.

That was the original intent. LE has found ways to creatively use it, though.
 
RICO...They can confiscate anything that assists you in breaking a law. It's such a vague law that it pretty much covers anything, including gear...

To begin, RICO is a federal law. Under RICO, a person who is part of a group/orginaziation that has committed at least two of a list of thirty five specific offenses within the last ten years can be charged with racketeering. Solo diving in a state park is not one of the thirty five offenses.
 
Things may have changed over the past 15 years. I was a cop when RICO came out and we were using that law for a lot of things besides it's original intent. I haven't kept up on it since I got out of LE, but at the time it would have been easy to confiscate any type of personal property for practically any type of crime.

I don't know if they use RICO or another law, but I do know that people have had their gear confiscated for sneak diving certain systems in other state parks where diving is not allowed.
 
Looks like Blue springs is gonna be closed for awhile. Still a bunch of manatees. My girlfriend works for the FWC in the manatee department...Until the weather/water warms up, the manatees are staying where they are. Blue springs won't open up till they're all gone.

Blue Springs will very likely be open by then, however, if EL Whoever doesn't get with the program...
