I have dove Laguna a few times and only Shaw's Cove. I didn't see any kelp at all. I was surprised to see that much kelp in the videos. I guess I imagined Laguna to be mostly kelp-less.

Theres alot of kelp at shaws cove .....You didnt go deep enough!
 
I have heard that in Laguna it is illegal to solo dive. Does anybody know how regularly they enforce this? And who enforces this anyways?
