Open heel fins for use with socks only

Are there any open heel fins that can be used with socks only? I currently have fins I use this way, but they're not great quality to say the least (snorkelling fins really) and I'd like to invest in a decent pair before my next trip. My LDS told me pretty much all open back designs need boots?
