Why are you looking to upgrade? Once you have answered that question, then the decision becomes easy.
Although the 600 has preset underwater modes, it still is a point and shoot --- no external strobe, no manual control of aperture & shutter speed, etc.
To me it looks like a small incremental upgrade and only makes sense if you are basically happy with the 400 and it's time to replace it for some reason.
