Depends on what you mean. Today was completely flat on most areas here in Okinawa.
For the most part, we have a northerly wind pattern in winter here which drives waves from the north in the winter. When the waves and wind are up, the southern dive sites like Channel Crevices are nice. Other spots like Kin Red and other are calm though the vis is dependent on the recent rains.
In the summer, we tend to have a southerly wind pattern. On those days, Sunabe Seawall, Maeda Point, and a myriad of other sites are good.
Weather patterns on the specific days determine where we can get in the water.
For those who live here, you can almost always get in the water somewhere if you are willing to drive an hour or so...
