Oceanic P.S.D. (Personal Safety Device)

Does anyone know how much lift capacity does the P.S.D. has, and if it can be used as a safely stop anchor (or merely a surface marker)?

Is the P.S.D. inflated only orally, and can it be inflated with the regulator as well?

Lift capacity is approximately 15 lbs. There is no overpressure relief valve, and is intended only for surface use. It is sealed on both ends, and may only be inflated orally.
