Not to defend, I don't think well of the choice, but the given software was not working on modern systems (win95/98 class was last supported I think). I suspect the perspective is that the software kept generating cases, and cranky divers would keep pinging support and wanting a update.
I say in that situation, you open source it and then let the community drive, but they have never been very transparent.
I can see how they got to the des soon they made though.
