I'm thinking this is a reference to don't-NOAA's marine forecasts which often miss the target, no pun intended.....
 
WoW I am impressed with the non whacker or cop bashing.. I see more on a gun board. The only thing I question is the hit ratio last I pulled numbers it was around 25% of bullets hitting BG's. The more revelant stat would be the % of BG's hit which are engaged. The likely scenario in these shootings is sudden unexpected attack. Zero to Deep Doo Doo in less than a 1/4 second. With a traffic stop the video's show a officer approcaching a drivers window when Pandora's lid burst off and it is shooting and moving both done as fast as possible. Dumping as much lead as possible into the driver's side window while running backwards and making girly screams.

It depends on whether you are looking at over or under 15 yards. Either way, it's low.
 
For comparison, the ratio of shots per kill in Vietnam is given as 30,000 to 50,000 shots per kill
