In that area in the back bay I believe it doesn't count for that 8-5 period as I do it all the time. The only place I know it really matters is in the Inlet on the other side by the Coast Guard station in that area. Spearfishing is great. Fish are numerous in both of these spots and quite nice sizes.

I just did my 1st jersey shore dive. We dove the Manasquan inlet. Went along with a few others. We stayed close to the wall as tehre was alot of boat traffis, Max depth was 17' water temp was 68F and Viz was about 5-10'. Overall the dive was good, Saw a bunch of startfish a couple nice sized flunder/fluke, some crabs, a school of littler fish, and a couple other things. The dive we did was 61min perfect tide timing. It is definetly a different experince from diving in the quarry and for someone that has never dove it, its worth the trip in my opinon. Looking to check out the RR bridge and Shark River also.
 
Sorry to be the bearer of bad news, but i beleive the RR is off limits without a permit now as the tides become very dangerous very quickly. I'd say currents under that bridge easily exceed 5-10 mph from my experiences operating boats through there and seeing the current from the train.

Also, if your looking to dive shark river let me know i'll see if i can meet you out there some time, i've got some experience in the inlet and river. Lobster tend to hide under the rocks in the inlet as well.
