NJ Mussel Regulations

I've found the new jersey regulation page for the adobe acrobat reader that has all the different size limits and legallities for all the different fish and shellfish off of the new jersey coast. The only mollusk that I have found that isn't there is the Blue Mussel. Can anyone inform me on the regulations for collecting them? How many and can anyone give me any tips for collecting mollusks or crustaceans?

On page 14 of the NJ Fish & Wildlife Digest it says:

• Mussels: No license required. Mussels may only be harvested from
approved waters.

Of course this only applies to Marine waters within a three mile limit of shore. Here is the URL for the digest:
