A lot depends on where in the city you'll be working. (Of course, these days that can change quickly.) For example, if you're in finance and working downtown, Long Island or NJ Path can get you there fairly quickly. But if you're in midtown, it may even be a faster commute, (via train/subway), from Westchester or Connecticut. Bergen/Rockland... a lot of folks end up on bus.

As to diving... there is some diving right in NYC. I just dove Rockaway Beach area today. It's kind of like diving in your toilet after it's been stopped up by a large group of party goer's having used it. But... it was sort of close and there's actually some stuff to see. (Within 10 - 15 feet anyway.)

Your key issue is getting mobile. Driving anywhere around metro NY, (just to escape to a highway), can be a major time suck. There's a bunch of NJ boats, so Jersey City or Hoboken offer reasonable commutes to city, even if you have to make a subway connection, and reasonable out NJ highways headed south to the boats. (Couple of hours if you time it right... which you will because unless you're going to overnight it in NJ, the boats leave EARLY and you'll be on the road without much if any traffic. It's a long day, but can be done in a day trip.)

Long Island also offers reasonble commute to city, and there's boats that go out from there. But you are limited in that, (and locals may argue this), going elsewhere means escaping from the city traffic mess to hit NJ highways south or I-95 north.

Of course, a benefit of LI/Queens area, (besides the LI boats themselves), is you're very close to airports. JetBlue and similar can get you round trip to West Palm these days for a bit over $100. So quickie dive weekends for a few extra $$ are fairly do-able.

Anyway you slice it, metro NY presents the usual trade-offs. There is nothing easy about working in the city and living an active lifestyle in terms of certain sports like SCUBA, Golf, similar. Remember also that at depth, it's chilly here. You either have to have high tolerance wet or dive dry. And while there's a bunch of stuff in the 40' - 90' range... there's a lot of stuff that's > 100' So you may want to also think about what your personal limits are in terms of where you'd want to be going.
