Support for Commander Pre-21000 s/n dive computers has been released upstream to libdivecomputer. If you use open source dive logging software or web sites that make use of libdivecomputer check with them to see when it will be available to you.

Future Subsurface builds will support the pre-21000 Commanders.

Currently libdivecomputer supports Commander (post 21000) and EMC dive computers. Expect to see support for early Commander models (circa 1995) soon.

I call them that because the manuals section on the dive Cochran Web site differentiates Commanders bass on serial number. The serial communications and data are a different format than post 21000 serial number cochran's.
