I have a brand new faber tank I just got, but near the top the epoxy coating is chipped. Should I apply something to do to prevent further damage.
 
You can get a bit of appliance white epoxy paint and spray a coat or two on the spot. That will give some protection but in reality it is mostly cosmetic.

I agree - it is cosmetic.

The bigger picture - get used to chipping with a painted cylinder. What you see is only the beginning. Sad, but true.

Also, if you want to do something to protect your Faber cylinder paint - rinse it thoroughly after each use, AND take the boot off and let the cylinder and boot dry, before storing it between dive trips. .
 
Is the chip down to the metal and metal is exposed?
If not don't worry. If there is metal exposed you can wipe it with clean alcohol and spray (or dab) on a thin layer of automotive touch up paint (any color).
You can cut a hole in a small card or cardboard and spray without much over-spray.
Keep in mind the paint on the neck where the valve base meets the tank usually has some paint chipped off from the valve rubbing against it when removed and installed. This rarely becomes a problem even though paint is compromised here.
