“Editor Rachmawati "The price is discussed again, not yet (for sure). But I offer US $ 1,000 per year and it is issued on a membership card," he (NTT Governor?) said at the time.”

The devil is in detail, I guess.
Would membership allow to bring a guest?
    Would membership be transferable?
If yes, $1000 / 365 days = $2.74 / day ~ Rp.40,000 / day / person is not too bad for a guide to bring or “rent” his / her membership to a guest.

It's got to be something of that nature because why would any tourist ever pay it?

Yep. Most tourists would go there once, check it off their bucket list and move on to the next one on the list.

Sounds to me more like they're trying to greenwash their mass-tourism, money magnet decisions with a useless environmental friendly label.
"Hey! Why are you pointing the concrete trails on Rinca and the big malls in LBJ replacng the traditional fishmarket?
Don't you see our aim is to take care of the Komodo dragons!"
Indonesian style marketing... yeah... oh well...

The last time we visited Batu Bolong (guide on the Blue Manta), we dropped the water at about 7am. The timing was due to (1) the tides - we wanted to visit the dive site with current and not at stack, and (2) later in the morning, we watched over 12 day boats and about 5 LoB's dive the site. At this point, note to self, it was perhaps the last time diving Batu Bolong. Two dolphins following us for the part of the dive and also joined us at our safety stop. I guess it was their farewell dive as well.

Thanks @charlier, this perfectly answers my earlier question. :(

With this kind of report I can only support a restriction of diver numbers.

Perhaps the 5 boat per day limit was already adjusted lower to account for potential unauthorized visits.

Its still not clear to me how this region will not share the fate of Bali - love to death with tourism and development. As a dive guide, the Komodo dive sites changed dramatically from 2012 to the present.

Has Palau ever limited the number of dive boats in Blue Corner/Blue Hole?

    Indonesian Gov is suck.
