well I did try one of the new tanks compared to a old 80 and found in salt water I took five pounds off, the think is they are trying to make you have to use less weight on your self but any way you look at it you still have weight on you just on the tank instead of weight belt
 
one other qhestion. If the tank is .02# positive in salt water, what would it's bouyancy be in fresh water? It seems to me like it has made more than 4# difference.

well this tank is definitely heavier than a normal 80. The outside size is the same, the internal size has been reduced(thicker walls, and the fill has to be 3300 to get the same amount of air as a standard 80. ...(snip)
I was told by a LDS that the neutral AL80 basically just had a weight in the tank to bring the positive buoyancy down to "neutral".
If that is true, then the weight would be more likely at the bottom of the tank and thus give your trim problems.

Who is the manufacture of the tank?
 
I know that Sherwood markets a "Neutral AL80" 3300 PSI cylinder, but I don't know which manufacturer produces it.
 
it is a luxfer tank. and the weight is not just in the bottom. The walls are thicker which reduces the internal volume, thus the need for the 3300 psi to obtain the same cu ft.
