If they can be rebuilt I would be tempted to strip them down to bare brass and have them chromed again. Probably pretty easy these days.

Why the black plastic hand wheels? I've got a couple of spare J-valves, but I've always preferred metal. It just looks more vintage.
You may want to rethink the new valve thing. Last price I saw on the double manifold was near $800 and the single is at least half that. Mostly used by the military and low production = high price.
There are tons of used ones on ebay cheap, get the ones with the black plastic hand wheels. All you gain new is pretty shiny unscratched chrome.
$800? I only paid $100 apiece for my 3 NOS USD manifolds that I bought here on SB! I knew I was getting a bargain, but I had no idea how good a bargain it was! I shoulda bought more!
