I'm not sure what blog you read, but straight from their website under Deep thoughts "With regards to service kits, our regs ship with spare kits and the first service is on us anyway. We really feel like we are leading in the industry here by providing our customers with a spares kit that can be used for repairs in a pinch, while on vacation for example."
Their own blog. Yes, they ship with one free service kit per stage, they have free service kits for life if you send them to Deep 6 for service (pay only labor), or they will send you a free service kit every two years on request for self service.

Anyway, I'm really leaning towards Deep 6 regs now for me and my wife, as we don't have gear yet. I hope they send or sell kits to customers even if the customer doesn't take the repair course (I don't plan on taking the course but do plan on doing my own reg service).

I understand your concern now. Your real question is will they send another service kit to you every 2 years even if you don't take the TDI course. They are extremely quick with responding to email and Chris already chimed in on this thread @cerich . I am extremely handy, but have no desire to take my regs apart. Especially when D6 is offering the first service free and estimate about $60- $75 to service a 1st and 2 2nds 6 years from now... I am banking on them being a great company and equipment manufacturer. I hope you and your wife find the same. I sure wish my wife would dive with me.
 
Having spoken to the guys at D6, they have no problem sending kits even if you haven't done a course. E.g. I will be buying kits myself and giving them to my friend to service as he is a technician. Servicing does not affect warranty and as far as liability goes, I'm sure there's a recommendation somewhere that it should only be serviced by suitably qualified persons. The definition of suitably qualified is left as an exercise for the student.

The whole "can't buy kits unless..." thing is just LDS protectionism by the manufacturers as well as a way of tying LDS into certain lines. This is exactly what Deep6 and @cerich specifically are trying to get away from.
