The first thing I'd do is rotate or flip the spring on the counter balance chamber. For diaphragms with this problem, I've found that it's that thin spring vibrating in the high speed gas pathway from the tank. Change the coil that's in that flow path and it stops.
But others have said it's the poppet, or the diaphragm itself. In other words, change something. There's no consistent solution.
