Have a request from the members of the Hawai'i O'Hana side of the house. Are there any veterans in here? I need to find out some regulations on internment issues, specifically spreading of ash's in the Pacific for a veteran's last request.
 
It appears that there're no formal regulations regarding the scattering of ashes at sea. The only guideline seems to be discreet and not to interfere with other's use of the area. See this link: http://www.hawaii.gov/dlnr/chair/pio/piofaq.htm#scattering ashes

Veterans of the USS Arizona and USS Utah are given the special honor of being interred back on board:

I don't know how this particular process works but a place to start would be with the Nat'l Park Service, Arizona Memorial at (808) 422-2771.
